Community Action Initiative (CAI) is accepting proposals to support the development of Indigenous specific content for an online learning module on BC specific culturally based aftercare. This project is being developed in partnership with the Ministry of Health (MoH).
Overview
- The purpose of the online BC Specific Culturally Based Aftercare Learning Module is to promote and integrate culture-based aftercare for Indigenous led bed-based treatment and recovery operators, service workers in community, and other partners, with a focus on care planning, culturally safe transitions, and streamlining connections to substance use treatment and culture-focused aftercare.
- The curriculum development will use a participatory and collaborative approach, working with CAI, MoH, Indigenous led community-based organizations, health authorities, community representatives and peers.
Timeline
For immediate contracting to support development activities until end of year 2026, with the following milestones:
- Spring – Summer 2025: Develop learning objectives
- Fall – Winter 2025: Content drafting
- Spring 2026: Course refinement
- Summer – Fall 2026: Course launch
Engagement Terms
- The Contractor’s services will begin work in May 2025 and the agreement will continue until October 2026, (approx.18 months), unless terminated earlier in accordance with the terms of the contract. Majority of hours worked will be during content creation phase between Summer to Winter 2025.
- Consideration will be given to skillset, experience and timeline. The maximum allowable budget for this project is $50,000 and applicants are encouraged to outline their proposed fee structure within this range.
- The contractor must provide their own equipment (e.g., laptop, internet access).
- Any content, proposals, or research created as part of this contract will remain the intellectual property of CAI.
- The contractor must adhere to CAI’s confidentiality policies and not disclose or use any sensitive information outside of their work with CAI.
Key Tasks/Deliverables
- Oversee development of learning needs assessment (includes competencies identification process).
- Build and maintain relationships with community resources and connect to the provincial substance use system of care.
- Identify or create culturally competent aftercare approaches to support long-term healing and wellness for Indigenous clients and their families.
- Develop written content, including online modules and resources in alignment with provided instructional design plans, needs assessment and/or source materials.
- Ensure that all content is culturally responsive and accessible to diverse learner needs.
- Identify needs for graphic design and media production (but is not responsible for developing visual representations).
- Meeting with project team members, key partners and Advisory Committee. This includes an instructional designer (content writer is not expected to be an expert in adult learning or online course development).
- Gather feedback from participants to continuously refine curriculum and learning materials over project period.
- Provides recommendations to inform sustainability, growth and continuous improvement
Requirements
- A degree in Communications, Social Sciences, Public Policy, Health Sciences or a related field; combination of education and experience will be considered.
- 3-5 years of experience in research, content creation, and proposal writing, preferably in the nonprofit or government sector.
Skills & Abilities
- Excellent written and verbal communication skills, with an ability to create clear, compelling content tailored to diverse audiences.
- Strong research skills and the ability to synthesize information to create well-informed proposals and content.
- Excellent organizational and time management skills, with the ability to handle multiple tasks and meet deadlines.
- Ability to work effectively with diverse populations and understand the challenges faced by Indigenous communities in BC.
- Proficiency in Microsoft Office Suite and online tools (e.g., Google Docs, project management tools, Teams, Zoom).

- Preference will be given to candidates who self-identify as Indigenous in accordance with the organization’s commitment to diversity, equity, and reconciliation.
