REQUEST FOR EXPRESSION OF INTEREST (REOI) – Nanaimo Community Action Team

Community Action Initiative (CAI) invites interested and eligible organizations to submit Expressions of Interest (EOIs) in response to the provision of requirements described below. The purpose of this REOI is to identify organizations that wish to take on the responsibility for managing the funds of the Nanaimo Community Action Team (CAT).

CAI seeks an eligible organization to host and manage the funds of the Nanaimo CAT. Organizations must be a municipal government or a non-government, not-for-profit, community-based, or a First Nations, Metis,or Aboriginal-mandated organization in British Columbia based on the Nanaimo. Non-government, non-profit, community-based organizations must provide proof of society registration or charitable status as part of the EOI. Organizations with demonstrated experience in community engagement and collaboration, familiarity with the local landscape of substance use challenges, and proven financial accountability are encouraged to submit.

Scope of Work

The selected organization will be responsible for the following key activities for the duration of the Nanaimo CAT funding agreement (January 1, 2025 – December 31, 2026)

  1. Establishing and maintaining a dedicated account for funds allocated to the Nanaimo CAT.
  2. Providing rigorous financial oversight to ensure transparent and accountable fund management.
  3. Generating regular financial reports for stakeholders, including relevant community partners and fund contributors.
  4. Actively engaging with the community and key stakeholders to align fund allocation with evolving needs and priorities related to substance use and overdose prevention.

Content of EOI

The EOI should include the following information:
1. A cover letter expressing interest and outlining your organization’s qualifications.
2. A brief organizational profile, highlighting relevant experience and expertise with the following:

  • Engagement with the regional health authority.
  • Working in partnership with peers and people with lived/living experience.
  • Working in partnership with local host Nations and/or First Nations, Metis, or Aboriginal mandated organizations.
  • Knowledge of harm reduction frameworks and preferred approach.
  • Demonstrated experience in managing peer stipend processes.
  • BC Society registration number and/or Registered Charitable number.
  • Demonstration of rigorous financial oversight procedures to ensure contract compliance.

REOI Conditions:

This Request for Expression of Interest does not constitute a submission for Community Action Team Grants. CAI reserves the right to change or cancel the requirement at any time during the EOI and/or subsequent grant submission process.
