CAI is accepting expressions of interest to support the evaluation of the Provincial Peer Network (PPN).
Overview
- PPN is a network of 25 drug user organizations across BC engaged in community response to the Unregulated Drug Poisoning Crisis.
- The evaluation will utilize a participatory and collaborative approach, working with the PPN grantee network, individual funded groups, health authorities, Community Action Initiative, and the province to evaluate Phase 4 of the PPN initiative and the established charter that guides the project.
Timeline
For immediate contracting to support evaluation activities until June 2025, with potential for extension until at least summer 2026.
The Goals of the PPN are to:
- Support the work of drug user led organizations to engage their communities, undertake community-based responses to the toxic drug crisis, and enhance the provincial drug toxicity response.
- Ensure equitable representation of people who use drugs across BC – including across all health authority regions; urban and rural areas; Indigenous and non-Indigenous groups; and groups supporting specific cultural groups.
- Work with partners to identify long term sustainment opportunities, garner and demonstrate support for peer groups, and support partnerships between groups and other community partners.
The evaluation of this innovative program will examine: (1) how PPN is mobilizing peer assets within the provincial response, (2) to what extent existing investment has equipped the network to achieve its goals, and (3) opportunities to adapt the project charter based on the current implementation.
Activities
- Needs assessment of existing PPN participants.
- Assessing the impact and developmental opportunities important to each of these groups.
- Assessing the impact to date of PPN funding – both intended outcomes (by objectives and funding criteria) and unintended outcomes – and considering:
1. the impact of each funded group on their community (local level), including potentially developing evaluation measures of PPN supports to and engagement with PWLLE;
2. PPN’s contribution to broader peer work within BC’s overdose response;
3. how PPN funding has supported engagement of PWLLE with health authorities and the province, including benefits and strengths of the engagement, and areas of challenge and improvement.
- Supporting ongoing quality improvement measures to the PPN grantees at the individual group, network, health authority, and provincial level, potentially achieved through a formative/developmental approach to evaluation.
- Evaluating CAI and the OERC’s role in supporting the PPN to achieve its goals
- Meeting with key partners and stakeholders of the PPN (Dr Peters Centre, BCCDC, BCCSU, Coalition, Ministry leads) to analyze the unique challenges of Phase 4
- Review of the recommendations from the PPN Year 1 evaluation.
- Attending and supporting evaluation activities at five in-person PPN convergences and online capacity-building activities.
Deliverables
- An adapted charter to present to partners
- Recommendations to inform sustainability, growth and continuous improvement.
Payment
Consideration will be given to skillset, experience and timeline. The maximum allowable budget for this project is $60,000
